What this data is, and where it comes from
Every figure on this page comes from the NOAA Global Historical Climatology Network — Daily (GHCND), the US Government's archive of daily observations from physical reporting stations. These are measurements taken at a named location, not estimates interpolated from a model grid. That distinction is the whole reason the record is usable as evidence: a modelled number is an opinion about a place, while a station reading is an observation of one.
When you run a lookup, the nearest reporting station to the ZIP centroid is resolved, and its record for that calendar date is returned along with the same date in each of the previous fifteen years. The comparison is what makes the answer meaningful. Knowing it rained 1.4 inches on a Tuesday tells you very little on its own; knowing that eleven of the last fifteen years were dry on that date tells you whether the day was unusual.
What the record can and cannot tell you
Station coverage is uneven and worth understanding before relying on a result. Some stations report precipitation but no temperature. Some have gaps of days or weeks. Where a day was not reported, it is shown as unreported rather than filled in as zero — treating a missing observation as a clear day is the most common way a weather record quietly becomes wrong, and it always fails in the direction that hurts a contractor.
The other limit is that rainfall is not the same as lost work. Ground stays untrafficable after the rain stops, and how long depends on soil: roughly three days on clay, two on silt, and often none at all on sand. A date with no recorded precipitation can still be a day nobody could work, because of what fell two days earlier. Using a lookup in a delay claim
This tool answers one of the three questions a weather delay claim has to answer. Standard contract language — AIA A201 §15.1.6.2, FAR 52.249-10, and ConsensusDocs 200 §6.3.1 — generally requires showing that the weather was abnormal for the period, that it actually made the work impossible, and that the affected activity was on the critical path.
A single date's observation supports the first of those and none of the rest. It is the right place to start and the wrong place to stop. What turns it into an exhibit is the comparison against a baseline and the day-by-day trafficability determination — see what “unusually severe” actually means for how that threshold gets set.
